If you receive ‘Service Unavailable’ when loading EEE (or any other .Net app), and Event ID 2274 (Source: W3SVC-WP) in the Windows Application Log, you can follow these steps to resolve:
In certain cirumstances, you may receive the message

'''Service Unavailable'''

'''ASP.NET 2.0, 64-bit version'''
when attempting to run EEE.

To run the 64-bit version of ASP.NET 2.0, follow these steps:

1. Click '''Start''', click '''Run''', type '''cmd''', and then click '''OK'''.
The following errors may also appear in the Windows logs.

2. Type the following command to disable the 32-bit mode:

'''cscript %SYSTEMDRIVE%\inetpub\adminscripts\adsutil.vbs SET W3SVC/AppPools/Enable32bitAppOnWin64 0'''
''A failure was encountered while launching the process serving application pool 'EEEAppPool'. The application pool has been disabled.''

3. Type the following command to install the version of ASP.NET 2.0 and to install the script maps at the IIS root and under:
''The identity of application pool 'EEEAppPool' is invalid, so the World Wide Web Publishing Service can not create a worker process to serve the application pool. Therefore, the application pool has been disabled.''

'''%SYSTEMROOT%\Microsoft.NET\Framework64\v2.0.50727\aspnet_regiis.exe -i '''

4. Make sure that the status of ASP.NET version 2.0.50727 is set to '''Allowed''' in the Web service extension list in Internet Information Services Manager.
While there can be many causes of this error, below are some more common reasons why this may occur.

'''Note''' The build version of ASP.NET 2.0 may differ depending on what the currently released build version is. These steps are for build version 2.0.50727.

# The account used to run EEE doesn't have the “Log on as a service” right. This will also prevent EEE Data Loader and EEE Query Server from running.

This is a restriction with IIS and .Net 1.1 running on a 64-bit server.  The older .Net 1.1 cannot run correctly on 64-bit.

In certain cirumstances, you may receive the message

Service Unavailable

when attempting to run EEE.

The following errors may also appear in the Windows logs.

A failure was encountered while launching the process serving application pool 'EEEAppPool'. The application pool has been disabled.

The identity of application pool 'EEEAppPool' is invalid, so the World Wide Web Publishing Service can not create a worker process to serve the application pool. Therefore, the application pool has been disabled.

While there can be many causes of this error, below are some more common reasons why this may occur.

  1. The account used to run EEE (usually EEEServices) is not a member of the group IIS_WPG.
  2. The account used to run EEE doesn't have the “Log on as a service” right. This will also prevent EEE Data Loader and EEE Query Server from running.
